I need a new laptop, I live in a warm to hot climate and will be mainly using it for watching video on my non-smart TV via a HDMI cable.

The problem with the old one was over heating.

I'd like something around or under 600USD, preferably with SSD drive.

HP elitebook 8460p is a refurbished model that we use for our business clients to help keep costs down, and if you cannot find one with a ssd, they are really easy to change if you buy the ssd seperately.... Newegg.ca (or .com if you are in the USA) usually has these for about $250 CAD (link here https://www.newegg.ca/Product/Product.aspx?Item=N82E16834264174&cm_re=hp_8470p-_-34-264-174-_-Product)

and it comes with a display port, which you would then get a converter (link here https://www.newegg.ca/Product/Product.aspx?Item=N82E16812400859CVF&cm_re=8470p_hdmi-_-12-400-859CVF-_-Product) to convert the signal to hdmi and you are well under your 600 USD price point. You should have no problems with overheating (the links I provided are for the Canadian Website)

No problem, one thing I forgot to mention is make sure that you get one with a 1 YEAR warranty, some of them only come with 90 days...
