password managers - Installers for Windows

What is the purpose of the installer for a password manager program, when we use their plugins or extensions in our web browsers, and we use something like the browsers' addon or extension add feature to install the needed extension?  Windows installer to install the program on our machine?  Install from "the web store" for Google Chrome?    I don't understand why both are possible.  Why then the Windows installers for these programs?

The Windows installer will install the PW manager for managing passwords within Windows, and the browser extensions are used to manage passwords that are used to log into websites.
