How does a website check if a person is signing up at second time for double account? Does it just check his MAC address or there’s other cross-checking?

Probably IP checks.

It would be impossible to detect if the user changes his IP.

I don't think MAC addresses leave the local network.

IP checks and cookies. MAC address isn't used to communicate with the websites.
