What version of android os on a tablet is required to allow installation of apps (repeat apps NOT files) onto an external memory chip without having to root the device? are there any tablets now available for this?

I know that you can do it on Android 5 without any issues. Apart from this, I don't know which is the lowest (oldest) Android version you can use
