I have no idea why you're having the issue specifically, but if you're actually still running Windows 10 Version 1607 then you've either intentionally blocked Windows Update or the Windows Update process is broken. You should have been on Version 1703 ages ago, and also transitioned to Version 1709 by now.
Follow these instructions: Updating Windows 10 using the Windows 10 ISO file or, if you really don't want to go that route, then go to the Microsoft Windows 10 Download Page and invoke the Update Assistant via the "Update this PC" button.
You need to get off of Version 1607 and bring your machine up to date as the first order of business.
After doing that, definitely rerun Speccy and post a new snapshot. The one you have in your signature dates from when your machine was running Windows 7.
