What you describe sounds more like a scam involving Fake Ransomware or a variation of a screen locker both of which have become increasing common over the past several years.

Fake Ransomware & Screen Lockers typically prohibit victims from accessing their system but most do not actually encrypt data.

How to deal with Fake Ransomware & Screen Lockers
