Help Diagnosing Loading Problem

Recently, my desktop computer has started acting very strange. The biggest problem is when I load ANYTHING, (Program, Webpage ect) it is SO slow to load, once it loads it's speed is great. I am getting great broadband speeds, so I know that it isn't my internet, and it is not just internet related. Most of the time my CPU is running at 100%, even with the smallest tasks. I look at task manager and there isn't anything strange looking there. I am using Windows Defender, and keep my temp folders clean, as well as my browser junk clean. I know this could be SO many things, but just need to know where to start. Here are the specs for my computer:

 

Processor: AMD Athlon™ II x4 620 2.60 GHz

Ram: 8.00 GB

OS: Windows 10 64 bit (Latest updates)

Hard Drive WDC WD 10 SCSI 1T with over 200 GB space (This is what I was thinking is causing the problem, but I am hoping not, and it seems like a good HD)

GPU : NVIDIA GeForce GTX 650 Ti (Current drivers)

 

I have had people tell me that I just need to reinstall Windows, but I wanted to make sure that this is really the best course of action. I don't want to lose a bunch of my video game data, and I am about to install addons to a new game, but want to get a handle on this before I put the work into that.

i would start by running ADWCleaner and Malwarebytes
