Hi, trusted installer running or not (it is trigger start in normal mode ) has nothing to do with permissions, Its ACL's, and without ownership, you will have access denied, windows does not turn security off in safe mode... this is poor advice.

Well, I am not going to argue with you, since that would be against the Forum Rules, but I have personally deleted several left-over Anti-Malware tools' subfolders from the ProgramData, AppData\Local and AppData\Roaming folders in Safe Mode, of which all three were owned by TrustedInstaller.
 
However, I now understand why that does not also apply to the WinSxS folder, because it is a system folder in itself, so I guess I made an assertion which obviously was wrong, for which I would like to apologize.
