Msconfig not responding

I type in msconfig in search
System configuration loads
Click on services tab
Click on hide all Microsoft services
Disable all
Apply
Then the blue circle never stops turning and then beside system configuration (Not responding) please advise. I am using Windows 7 thank you

start your computer in safe mode.....then try what you are doing
