Windows Defender - "Turn on Virus Protection"

Have been getting a notification from Win defender about virus protection being turned off and to turn it on.  I have read various online solutions and none have worked (Regedit and start-up programs to "delayed").

 

My specs:

Message appeared 2 weeks ago

Windows 10 over a year

3rd party virus software with no other warnings.

No other virus software upgrades or recent software installs.

Defender appears to be working properly other wise.

Unfortunately, this issue appears to be a common complaint by Windows 10 Defender users at the Microsoft Answers forums. Microsoft itself does not provide an adequate knowledgebase for troubleshooting the problem.

Prior to Windows 10, the inability to turn on Windows Defender typically was the result of having a third-party anti-virus installed or failure to remove it properly (completely). Defender automatically disabled itself by the installation of the third-party anti-virus program by design by Microsoft in order to avoid conflicts. This should not be the case for Limited Periodic Scanning in Windows 10 Anniversary Update and Windows Defender Antivirus (Windows 10 Creators Update and Windows 10 Fall Creators Update).
