Games play in slow mo. spiking .malware scans find no issues .

Hello all. ok so I have an nvidia 1080ti . ever since around new years i have had this strange problem keep reoccurring , when i play any game ,it  is like i am in slow motion .

i do notice strange behavior while analyzing my resource meters. disks reading and writing ,cpu spikes.  the first time I fixed it by running win tool box. 

then it happened again about a week later. I contacted nvidia supportand they walked me through deleting all my  nvidia drivers and installing a clean install etc.

that worked as well for a bit . then it happened again and i was able to system restore to fix it , but now nothing seems to fix it . I feel like my gpu is being used to mine crypto 

or something . i did find an nvidia folder in the windows folder and inside of it was a program called wintask.exe.   I am just gonna assume since it was in the wrong folder 

it is not something i need. but i scanned it and malware bytes can't find anything wrong anywhere.  i ran process explorer and i see conhost rundll pops up in bright pink every so oftern 

but i scanned that and it said no problems .  any help would be greatly appreciated. I did run rkill and it found a pup/gen.  not sure what that is exactly . i have attached my rkill log ,a gpuz log Attached File  Rkill.txt   2.27KB   0 downloadsAttached File  Rkill.txt   2.27KB   0 downloads
