I have an old HP desktop that lately has been making this loud whining noise. What component could be making this noise?

IMO sounds like fan going bad. An easy test to see if it is a fan, shut down remove the side cover. Get a plastic or wooden small dowel, you it to hold the blades still for a few seconds then hit the button. You will need to repeat for each fan, you have at least two one on the processor and one in the power supply.
