Delayed DHCP client request

I have been noticing weird issues, with when my laptop is woken from sleep, it takes several minutes for me to be able to browse the web.  I have been trying to track down the issue.  I did a wireshark, and noticed that after doing a ipconfig /release then /renew, it took 130 seconds for a DHCP discover packet to be sent out.  Why is there such a delay?
