Microsoft .NET Framework error at startup

Recently I've been getting an alert pop up that shows up for a couple of seconds and disappears. I've managed to copy the entirety of the Details and put it on notepad.

 

I've googled to no success on the issue and even tried repairing versions of my Microsoft .NET Framework.

Without more information, this is going to be difficult to diagnose.  Please, in the future, provide system specifications and operating system version.
Also, as I'm a person experienced in working the kernel space (and NOT the user space), I may not be the person to handle this.
If that is so, I'd suggest posting over in the appropriate Windows forum (for the version of Windows that you have)

 

All that being said, if this is an MSI system, then I suspect the MSI System Control Manager

The solution is to uninstall it and see if that stops the error.

If the program is needed, then I would suggest going to the MSI support website for your system/motherboard to download and install that latest version of that program for your version of the operating system.

 

If this is not an MSI system, then I'd have to suspect a Windows error

And here's where my inexperience comes in - I'd then suggest a uninstalling and then reinstalling the Microsoft Service Control Manager (which I have no clue about how to do).
