And can I remove the Local NT Authority and Network Authority from Administrators without causing my system to drop into eternal reboot?

 

I have remote access turned off so if this is MS or NSA I didn't grant permission from my end

Yes, since both are system accounts, they should actually be there, so if you try to remove them, you will definitely cause irreparable damage to your Windows, such as you outlined. :exclame:
 
I have never tried to do so myself, but I am quite sure that you would even receive an "Access Denied"-error message or equivalent.

Thanks muchly for the information - fortunately I did not take matters into my own hands and give deletion a whirl to see what happens as 

I often times have done in the past when learning my way around Windows operating systems
