The error is a 404 - Not found.

 

This is not the first, nor will it be the last, dead link you'll ever encounter.   I can't say whether anything else under this domain exists or not.

Is not simple as a bad link.... The mp3 file on the original page does play....

If you can play this file on the original page, why not just play it and record it ?

 

Both the Audacity audio editor and the VLC player - at least - can record such material. worth a try.

No, it's not quite as simple as a bad link, but after a little more digging this appears to be trying to play: http://tweare_music.oss-cn-hangzhou.aliyuncs.com/2012-01/24/20120124032613-ODg2Mjcy.mp3

 

If you try that link you get the following error:

The fact that the word "bucket" comes into play I suspect they are using Amazon's S3 service, with its access control list, which is not nearly so easy to access as many things online.  If it's not Amazon Web Services then it's something similar.
