Taskbar Locks Up In Windows 98

I've encoutered a funny error. The Start button works fine when I select every option on there, until select anything in the "settings" option, such as "control panel," "printers," etc.

After selecting any of those "settings," the taskbar locks up. I have to manually shut down the computer. What could be causing this error? Control Panel opens fine from My Computer.
