Downloaded fine but when i double click to run it does nothing

So i get the loading icon on my mouse for about 2-3 seconds and then nothing happens. I have run as administrator, I have tried in safe mode. I have done everything. Turned off all virus protection firewalls you name it. I have a virus on my pc that I cant get rid of and combofix has always been my go to.
