Desktop flashing

I turned on my PC this morning only to find that it flashes every cople seconds. But only the desktop flashes. Any winfows i have open does not. However i think it resets everytime it goes blank, i have an update but it has been stuck at 3% for about 20 minutes.

Once a window is open it works but trying to get it open is the problem. It is like it is stuck in a start up loop.

What is the make and model of this computer?

 

Which LED/s are flashing?

 

Are you receiving any error messages?  If you are post the exact error message.
