My laptop developed a hardware error preventing booting.

I removed HDD and attempted to boot other laptop with HDD from my laptop connected via USB external drive and get message "Insert bootable media and press key" to continue.

What am I doing wrong

You cannot boot from an external HDD. If you're using USB it must be a thumb/jump/flash drive.

That drive must be created as bootable media as well.
