Can anyone help me understand what this .lnk file does?

it's called File.lnk and was located in the recent section of the Windows folder of the appdata folder.

Is the "target type" cut-off of or is that the full path?

 

Since it is in the recent section does that mean the file still exists in the system, and if it does what/where could it be?
