My default browser (google) is opening randomly and spams tabs that are blank.

Hello, 

During the past few days my default browser has opened up and refreshed its tabs . In fact  while writing this post my google has refreshed . When the issue occurs google opens and spams tabs at me that are constantly refreshing . This happens when I play on my computer and even when i'm on google . To fix this issue i have re-installed windows (didn't help) Did security scans on Avg Avast and malware bytes (didn't help)

These scans were also done in safe mode .Re installed my graphic drivers and that's all .

Please help me to restore my pc to its former self.

Ps: I have used different browsers such as firefox and microsoft edge.

Today I have cleaned my pc but the problem hasn't worsened. 

Hope I get a replay in the next few days .

ps~The pc sometimes randomly restarts too .
