Are the System Repair Disks created by 64 bit system and 32 bit system interchangeable? i.e. Disk created by 64 bit system can be used on 32 bit system and vice versa.

Yes, as long as the CPU supports 64bit. All modern processors are 64bit.

A 64bit processor can boot a 32bit rescue disk and a 64bit rescue disk can boot and read the contents of the 32bit OS.

A 32bit boot rescue disk can also read the contents of a 64bit OS. Only Vista 32bit and later can read GPT disks. Hirens Boot CD is 32bit but has a special driver that can read GPT disks.
