problem with graphic card

Hi, I have a problem with scrolling page on browser firefox but also in other browser, sometimes the scroll has ghost effect and when open the menu is very slow don't reactive as always.
the problem resolve after some minutes without my action.
I upload the video so can view what's the problem:



I updated the video card driver of my msi gtx750ti and removed the older version with "display driver uninstaller" but without resolve.
is the graphic card or perhaps the psu ?
I use windows 7 ultimate 64 bit

Could be a graphics card issue, perhaps its a driver.
