Internet Blocks

Im working on a computer for a friend and they want a block put on the computer so there brother can't access the porn on the computer. I have tryed to use the internet explorer block but its just not working. Is there anything i can do or any download that you would reccomend me use. Oh and this needs to be a free download...or something like that....
