Possibly the worst virus ever? Help please

So my laptop might have the worst virus ever. If it really is even a virus. The background and toolbar are constantly refreshing (flickering on and off) about once or twice a second. It makes it so I cant access anything except for the taskbar when I hit control + alt + delete. It runs Windows 10. Im pretty sure it started from a patch that norton came out with. T has basically taken over my whole computer. I can start it up in safe mode but it wont allow me to uninstall anything, especially Norton. System restore doesnt work either. And even when I tried to do a factory reset after it was at 1% it said error and then didnt do anything. Ive tried the remove norton program but it wont load because of the constant refreshing. Same with the norton screen fix that they came out with for this problem. Ive tried just about everything I can think of and Ive ran out of ideas. Any idea on how to fix something that doesnt let you uninstall programs or even reset your computer?

Alright so I figured it out and it worked! After countless hours of research and trial and error I stumbled upon something. So while I was logged into my profile norton (the virus...) took over as admin and wouldnt let me do a factory reboot. I have a Lenovo Y700. Theres this littleeee button thats kinda hidden that if you push it with a safety pin while the laptop is off then itll boot up and do a system restore factory reset that way. And I assume since I wasnt logged on none of the programs were running that could block it. So it worked!!
