I have been having problems with my computer usage running higher than average. I have had my computer ran through the tests at Microcenter and they found nothing wrong with it. I have all updated drivers, and I have run stress test on every part of my computer and couldn't find the culprit to the problem. I am starting to run out of ideas and I dont know what to do. Here are the specs

Please download MiniToolBox  , save it to your desktop and run it.
 
Checkmark the following checkboxes:
  List last 10 Event Viewer log
  List Installed Programs
  List Users, Partitions and Memory size.
 
Click Go and paste the content into your next post.
 
Also...please Publish a Snapshot using Speccy taking care to post the link of the snapshot in your next post.

   Go to Piriform's website, and download the free version on the left.  Click Download from Piriform.com (the FileHippo link requires an extra click). Or if you want to use a portable version of Speccy (which doesn't require installation), click the builds page link and download the portable version. You will now be asked where you want to save the file. The best place to put it is the Desktop, as it will be easy to find later.

    After the file finishes downloading, you are ready to run Speccy. If you downloaded the installer, simply double-click on it and follow the prompts until installation is complete. If you downloaded the portable version, you will need to unzip it before use. Right-click the ZIP file and click Extract all. Click Next. Open up the extracted folder and double-click on Speccy.
 
     Once inside Speccy, it will look similar to this (with your computer's specifications, of course):

     Now, at the top, click File > Publish Snapshot.

     Click Yes > then Copy to Clipboard

Now, once you are back in the forum topic you are posting in, click the ADD REPLY or REPLY TO THIS TOPIC button. Right-click in the empty space of the Reply box and click Paste. Then, click Add Reply below the Reply box.

I just recently stopped a lot of the processes in hopes that it would fix the problem, and stopped windows defender recently too because it was running around 15% of my CPU. I've been having these problems for almost a month now. I have tried fresh install of windows and everything to no avail.

Not sure why this is posted in a hardware forum...but I suggest you download/install/run the SeaTools for Windows diagnostic on your hard drive.  The absence of SMART data on Speccy pretty much dictates this, IMO.  Long, generic test.

I ran the test on my SSD and it came back with Long Generic- Pass. I dont have a hard drive since the SSD is taking its place.

My frames in games are so low with an amazing setup and everything runs my CPU higher then they should with an i-7. I dont know what to do or who to go to.

The above asides from any high CPU usage, you have two 8GB sticks of RAM so the RAM should be running in dual channel mode and the fact that it isn't means that your RAM is only running at 50% of what it should be, can I ask who built this rig as it is possible that they have put one of the sticks of RAM in the wrong slot, looking at the MBs user manual when using two sticks of RAM, one should be populating slot A2 and the other B2, these two slots should be grey in colour.

Oh wow I might have put the ram in wrong. If this works Im going to owe you big time! I will correct it and post and afterwards the update. Just by looking right now, I do have one of the slots in Black Thank you!

Thank you it fixed it! You know whats funny?!? I had Micro Center employees not catch this, I spent over 200 dollars on stores trying to figure out why my computer wasn't working as intended and no one caught the problem at all. Thank you.

Yes, good spot :)  Another thing you could do in future is enable the memory's XMP profile to run at it's rated speed of 3000 mhz (hopefully).  In the Speccy snapshot, it's running at the default (maximum compatibility) speed of 2133 Mhz.
