This is a problem that I've had for a very long time, and during this time have managed to 'narrow down' steps to repeat it (but still can't prevent)

First off, the problem is the PC will 'attempt' to go into sleep (ONLY monitors, rest is not set to sleep) but will result in a 'black' screen that is still receiving signal from the gpu. (IE: can see backlight bleed, removing from pc results in monitor losing signal as normal, re-attaching monitor 'wakes' up but is stuck at black screen, pc is 'frozen' in background and will not respond/wake up)

in powercfg (-requests) shows nothing is keeping monitor awake, all logs show no process 'interfering' with the process, nothing is starting/stopping during the time between 'last  activity' and when the pc freezes, and it is completely random when it happens (IE: I have yet to find a way to 'force' it to happen, but have found wars it happens more often than not, will explain below)

I DO KNOW that when it WILL happen, the screen saver will NOT engage (IE Set screensaver for 1 min, set 'put monitors to sleep' @ 20min, IF the screensaver does not engage inside 1 min, I KNOW it will cause a pc freeze up. Again, its random when it will/will not happen, but due to the previous findings, I have set a screensaver for 1 min and if I see the screensaver hasn't engaged, I know it will freeze up, I CAN prevent it at this point by just going into screensaver and 'setting' it again(Changing SS to another, changing time, do anything then click 'apply' 'fixes' the issue for a short while)

I have also found that it happens more often than not when I am running a game (Black desert online), but its happened before even when the game was NOT running (So I am sure its not the sole cause of this)

It has also happened before when I have any program that prevents any kind of sleep (IE any other game, watching movie, etc, anything that normally prevents display sleep) then ending that activity, it will trigger the freeze up (Again, sometimes, not always, I cannot to this date, repeat steps 100% of the time to 'cause' the bug)

The issue never happens in safe mode (as expected, nothing runs that would prevent it, but attempted anyways) and does not happen when I clean boot. It only happens (again, not always) after I have run some application that prevents display sleep. (Once said activity is over)

This problem has been an issue for as long as I have owned this pc. Though multiple monitors, and 3 separate complete windows re-installs. (Complete format not just 'refresh')

So here I am hoping someone else has the same issue and has found the culprit that causes this.

Again when tracking temps, voltages, etc, nothing shows out of normal up to the instant it stops logging(at most 1-2 seconds before it freezes) unknown if something 'spikes' during the crash

(One more thing if it helps, is when this happens, and the pc freezes, if I am playing a game with any ambient sounds, those sounds continue to play: Ie looping music, background noises, etc, but any 'action' that's timed, ie: player sounds, npc's reacting, and so on, do not. Regardless even if said noises can be heard, pc will not wake, and I know its also 'unresponsive' when connecting to my tablets or phone - PC shows as offline to them)

Thank you for reading this overly long wall of text, and double thanks if anyone can help.

(pc specs maximus hero VII mobo, i7 4790k, 32gigs ram, 2x 980ti in SLI - happens even when I remove SLI, 520gb SSD HD main, 4tb backup slave drive.) Running windows 8.1 pro -64bit (With classic shell and all silly 'start menu' mobile interface removed or disabled. Configured to resemble windows 7, had issue happen during one of the times I re-installed windows without classic shell, so am pretty certain its not involved. Entire system is just a touch over 2 years old, other than this issue, have had no other problems, or any BSOD)

Your UEFI/BIOS (version 3103) dates from 2016.  Please check at the manufacturer's website to see if there are any UEFI/BIOS updates available for your system.  This is just in case there has been a more recent update.
FYI - W8 and W10 communicate more with the UEFI/BIOS than previous versions of Windows, so it's important to ensure that the UEFI/BIOS is kept up to date (and that outdated UEFI/BIOS' may be the cause of some compatibility issues).

266 Windows Update hotfixes installed.  I'm uncertain how many hotfixes are installed on most W8 systems.  Please visit Windows Update and get ALL available updates (it may take several trips to get them all).
Don't worry about the specific number, it's just important that you have checked and installed any updates that were available (and didn't experience any errors).

You have 3 hard drives.  What is the make/model/wattage and age of your Power Supply?
The purpose of this question is to get you to evaluate your PSU.
- PSU's tend to get less efficient with age
- adding components over time may decrease the ability of the PSU to support the entire system (Maybe remove some stuff to see if that helps?)
- while you can measure the output of a PSU with a multimeter, the readings may change dramatically when the PSU is put under load.  PSU testing instructions (by dc3) here:  https://www.bleepingcomputer.com/forums/t/654994/pc-is-crashingfreezing-up-multiple-times-daily/page-2#entry4341756
- there's a free PSU test in the OCCT program at http://www.ocbase.com/

These devices are disabled in Device Manager:

Bluetooth Device (RFCOMM Protocol TDI)    BTH\MS_RFCOMM\6&37FBFF09&0&0    This device is disabled.
Bluetooth Device (Personal Area Network)    BTH\MS_BTHPAN\6&37FBFF09&0&2    This device is disabled.

Please re-enable the devices, then update their software/drivers.  If you'd like, feel free to disable them again AFTER they're been updated.

Daemon Tools (and Alcohol % software) are known to cause BSOD's on some Windows systems (mostly due to the sptd.sys driver, although I have seen both dtsoftbus01.sys and dtscsibus.sys blamed on several occasions).

Please un-install the program, then use the following free tool to ensure that the troublesome sptd.sys driver is removed from your system (pick the 32 or 64 bit system depending on your system's configuration):  New link (15 Aug 2012):  http://www.duplexsecure.com/downloads (pick the appropriate version for your system and select "Un-install" when you run it).
Alternate link:  http://www.disc-tools.com/download/sptd
Manual procedure here:  http://daemonpro-help.com/en/problems_and_solutions/registry_and_sptd_problems.html
NOTE:  The uninstaller may not find the SPTD.sys driver.  Don't worry about it, just let us know in your post.
NOTE2:  The latest version has an SPTD2.sys driver - the uninstaller is on the same page as the SPTD.sys driver - just download the version for W10!

Out of 22 memory dumps there were 7 different BSOD  (aka STOP or BugCheck) error codes.  The differing error codes are usually symptomatic of a lower level problem within the system. They are usually caused by one of these things (the list is not in any sort of order):
- borked (broken) hardware (several different procedures used to isolate the problem device)
- BIOS issues (check for updates at the motherboard manufacturer's website)
- overclocking/overheating - You'll know if you're overclocking or not. If uncertain we can suggest things to check.
- dirt/dust/hair/fur/crud inside the case.  Blow out the case/vents with canned air (DO NOT use an air compressor or vacuum as they can cause damage to the system)
- missing Windows Updates
- compatibility issues (3rd party hardware/drivers), older systems, or even pirated systems
- overfull hard drives (drives with less than 15% free space)
- low-level driver problems
- or even malware (scanned for when we ask for hardware diagnostics from http://www.carrona.org/initdiag.html or http://www.carrona.org/hwdiag.html ).

Please get a head start on the hardware diagnostics - they are located here:  http://www.carrona.org/hwdiag.html
Please finish ALL of them and let us know the results.

Signs of multiple anti-virus programs and other programs that may be a sign of an infection.

I strongly suggest that you first post over in the Am I Infected forums:  http://www.bleepingcomputer.com/forums/f/103/am-i-infected-what-do-i-do/
Please read the pinned topics at the top of the forum for instructions on how to post there.
Once they give you an "all-clear" feel free to post back here if the problems continue.

Thank you for the very detailed response, but I feel as if your missing the problem... but..

I did update the bios, even though this is not suggested (Would be a last resort thing imo, but it worked and is fine)

Windows has nothing showing.

And many of the other items listed have no connection to the issue I mentioned, which I assumed the clues would give someone a quick idea of what could cause it (IE sleep causing system freeze but still send signal to monitor, same issue prevents screensaver from activating)

Honestly, your asking for an almost complete overhaul of system(again) and the thing is, if it ain't broke, don't fix it: Right now the only issue is the fact its being prevented from sleeping, and all the listed fixes(which I will attempt do do all anyways) are very complex and I do not see much that is tied to video/sleep/etc.

Was hoping to NOT have to completely 'refresh' my system so that it looks like how someone else wants it to look so they can help, but more guidance on if anyone's seen this issue.

Regardless, I do very much appreciate the input, thank you.

I'm sorry that you don't like my techniques.
I have been doing this for many years, and have been quite successful at it.

But this is your system, so you decide what's best for it.
Good luck to you.

I appreciate that, and I do thank you, but... and this is important..

I want to track the problem down because its something that has been plaguing windows systems for a while(Not just mine) and often the 'fix' is 'rebuild your pc and reinstall windows.' (And the problem pops up again later on)

I want to FIND the problem, not just fix it 'randomly' after pretty much washing the entire system and removing all how I 'like' it set up.

I had hoped that people with experience would see what I wrote about how its triggered, and how its 'fixed' (IE resetting screensaver) and use those clues to get an idea of what could be interfering with it.

I also need to use the pc, currently, but when I DO get another weekend that I can let it idle, I'll run memtest86 for a few days (I've done this in the past, when i first started seeing this, figuring it was memory/ram related, and I ran memtest for 3 days and 16 hours, and had 0 errors, but I will again ASAP)

And as a last hope option, yes, I will do a reinstall(Again, and again will prob encounter the error again) but right now I'd (mostly for personal curiosity) like to know what it is that's doing it since its been something that has popped up so often

Would like to stress that I mean no disrespect at all for the methods you provided, and as I've said I will likely do most(If not all) of them given the time to do it (Again, when I can 'get by' without the pc for a few days)

You weren't being disrespectful and I didn't take it that way.

And, quite frankly, this was the nicest disagreement I've seen on the web in quite some time.

I provide assistance with BSOD's/crashes/hangs/etc using the methods that I've found effective over the years.
It does not mean that mine is the only way, just that it's the one that I've found that works best for me.

I do not delve into greater depth in system internals as I'm not allowed to modify the code of any problems that I may find.

I understand your frustration with this problem as I see it at work quire frequently.

I disagree with your blanket statement that this single problem has been plaguing Windows systems for a while. While your problems may be very similar to others, they are not (IMO) exactly the same.  And these are generally not Windows problems - but are much more often due to 3rd party programs or hardware issues.  Microsoft is actually very good at finding and fixing problems - even with code from other vendors.

But, the type of diagnostics that you're looking for are available - but you're not going to find them for free on the web.

First off, you'll need someone who will delve into the system in greater detail than we provide here.  Those sort of people are generally driver developers, and they usually will charge you upwards of $10,000 to look at your problem (with no guarantees of being able to fix it).  To get it fixed, you'll need someone who has access to the source code and who has permission to modify it.  If (as you state), this is a Windows problem - then you'd have to hire Microsoft to fix it.  If it's a 3rd party program/driver - then you'll have to hire someone from the company who developed it.

If interested in pursuing this, try OSR for starters:  https://www.osr.com/
