Windows 7 won’t connect to Internet in normal mode

I have a laptop that wont connect to the internet in Normal start Mode
Using IE and Crome it just times out.

But it is working well in safe mode
I have done all the virus removal and all results no show clean
Checked for root kits and other Malware
All results now show clean as well

I have checked
the boot and start services
And dont see any unneeded programs

Would a Windows repair help?
Any suggestions would be Greatly Appreciated

Running in Safe Mode disables your add-ins.  Do you have an add-in that is common for both?

I checked the add ones and could not find a duplicate
So I tryed a Restore point from a while back
That seamed to fix the Problem

Wish I could have found that Add on
