I thought I would share my 4 day ordeal to get start menu and Cortana to work again. FYI, there was a rootkit infection identifeid by Malwarebytes Anti-rootkit which was supposedly guaranteed and deleted early in the recovery effort without resolving any of the menu issues
Did all of the steps! None of the scan/reset/reinstall/update Win 10/updated drivers solutions worked for me, in fact I reinstalled Win 10 twice onto a wiped, re-partitioned, a re-formatted SSD. I re-installed Win 10 with all the drivers and updates and in a few days the problem would return. I changed anti-virus from Avira to Avast with no luck. Fortunately, I enabled Linux check box through Windows Features ON/OFF, and Restarted. I was thinking of running some Linux tools to scan for rootkits and hardware conflicts.
This SOLVED the start menu and Cortana problem for the time being. I didn't actually install the Linux app at all, just enabled the feature in Windows. Now all menus are working great.
***It's also a good idea to uncheck SMB 1.0/CIFS File Sharing Support while in Windows Features for added security.
