A thought occured to me that might make things easier for the HJT team.

How about this?

Split the forum into four parts:

Part one - new topics only. When an HJT team member takes a new topic, is then moved to Part two.

Part two - active topics

Part three - inactive, unresolved topics

Part four - closed resolved topics.

This way, new topics won't get hidden in the midst of active topics and will help enforce the no bumping rule and that the oldest topics do get answered first.
