Scrolling page view snaps to top

I have Win 7 Home Premium,and for the longest time,when I am on a scrolling website such as Quora.com,the page view will snap to the beginning of the page without warning. I find this extremely annoying,as it is often hard to find what I was just reading. Is there a solution to this? Thanks

Please provide some more information such as browser, browser version, laptop? Desktop?
