No, since my laptop screen is broken its connected to a different monitor (A tv actually), so usually when the laptop starts the lights on my keyboard and mouse turn on right away but the tv doesnt connect until the log in screen (or maybe a little before, but not when the laptop screen would normally start). Now, the lights on the keyboard and mouse are both on, but not the tv.

You may be experiencing a Video or a Motherboard failure. Check the hard drive light. Is it blinking?

Under the mouse pad there is a set of leds in the left side. The third one from the left, is the hard drive led. Does that led blink when you turn on the computer and keeps on blinking?

When I first turned on the laptop it was on, then started kindof flickering randomly, Like on for a few seconds then off for a few, but not with a pattern. After 30-60 secs it just turned off

I believe the issue is with the BIOS. You will need to flash the BIOS. Check with ASUS if there is an utility to flash the BIOS. Check here: http://support.asus.com.cn/download.aspx?SLanguage=en&p=3&s=413&m=R704A&os=&hashedid=n%2fa

When I click on windows 10, under the drop down list, under Bios utility there is a bios flash utility download. How do I download this though? I might be able to download it on a usb on another device, but once I plug it into my laptop will it work by itself, without me needing to see the screen?

Not every computer is the same. Let me research this on an ASUS. Will post back.

There are some instructions here.

Accordingly, you will need to download the Firmware and BIOS, and extract its contents to a Flash drive. You will then need to Enter the BIOS setup as follows:

If you can't enter the system, please try to press and hold the power button about 5~8 seconds until the Notebook is shut down. Press and hold the F2 button , then click the power button. DO NOT RELEASE the F2 button until the BIOS screen display.

Then in the BIOS, under advanced, there is an option (ASUS EZ Flash) to flash the BIOS from the USB flash drive.

Let me know the outcome.
