I checked the RAM and hard drive

What tools did you use to check the RAM and HDD? If you used MemTest86, how many passes did you run it for? What was the disk diagnostic?

It doesn't boot pass starting windows.

Does it just hang permanently at the Windows 7 splash screen? Or does it reboot automatically? Can you try booting into Safe Mode?

Yes, it hangs permanently. It also freezes when trying to boot in safe mode.

I always use these two software in order to keep my system running well. (also resolves hang issue)

1. C Cleaner

2. Clean Master

That's it. Give it a try & let me know if still there's any issue.
