PC reboots when booting to USB

Hi, i've had this problem for a while now when trying to build a new pc. Everytime i try and boot from my windows USB it gets to the the windows logo then reboots and does it again and again. I've tried everything i can think of. Any ideas??

1)  recheck every connection in the PC.  Unplug, check for dirt/dust/hair in the connection, blow them out with canned air, firmly seat each one individually.
I had to do this with every PC I built for 20 years until I finally got it right!

 

2)  Try these free, bootable diagnostics:  http://www.carrona.org/initdiag.html

My eye problems have lessened and I'm able to post/respond without too much difficulty. (05 Sep 2017)
FYI - I am completely blind in the right eye and ~30% blind in the left eye.

If the eye problems come on suddenly, I may not be able to respond.
If that's the case and help is needed, please PM a staff member for assistance.
