What mode have you chosen, UEFI or Legacy?

I don't think the legacy mode was available to me. Just

That motherboard has both BIOS options.

 

You entered the BIOS and changed the boot order so that the DVD-ROM is the first device in the boot order and the ssd/hdd is the second device, correct?

If the boot order has been correctly set and the installation media is good you should be able to boot from the installation media.  If you can't, then one or both of these are problematic.
