Hello all, sorry for the troubles. I am running a windows10 home version with a intel i7-6700 cpu at 2.59 ghz with a 64 bit system and 16 gigs of ram.

My trouble is this. When i went to run the network trouble shooter, as i was having wifi troubles, i got a message saying that the DPS was not running. I thought, what the heck, and tried to turn it on manually from the task manager. It didnt work. I went all the way into the services program and tried there. I got an error code 5, access denied in local system. Also, in addition to this, My windows start button on the bottom left of the screen wont left click open. I can right click to get the tall word list menu, but i cannot open it the normal way. The same thing for the action center menu on the right side of the bottom of my desktop screen. Im not sure what the problem is. Any help would be greatly appreciated

Thanks

Hi, well DPS (diagnostic policy service, the default for win 10 home is automatic start), was essential for internet connection in Vista 7 & 8. In ten it's function is to facilitate MS telemetry. It is totally removed from many of our more secure machines, this test machine can connect with Ethernet or WiFi and there is no DPS service on the machine.

It does come with some odd security descriptors and is even difficult to remove because of this, in your case this should fix all your problems:-

Go to search and type:- command prompt, right click on the returned command prompt and select "run as administrator" an elevated cmd prompt window will open, copy and paste the following cmd's into the prompt window, pressing enter after each. You will see a success message after each cmd.

net localgroup Administrators /add networkservice

net localgroup Administrators /add localservice

Restart your computer (must be restart, not shutdown)

Open services and make sure the service is started.

Hi, are you logging in with a MS account OR a local user account?  Does your account have admin privileges?

Lets see what windows see's regarding your DPS, open a cmd prompt as admin (as shown) and copy paste these cmd's.

echo > 0 & sc qc DPS >> 0 & sc queryex DPS >> 0 & echo >> 0 & notepad 0

Press enter

reg query "HKLM\System\CurrentControlSet\Services\DPS" /s > 0 & notepad 0

Press enter

Two notepads will open please post the outputs here. These are perfectly safe to run.

Hi, well the registry is as it should be and the sc cmd's confirm error 5 (helpmsg 5) "access denied" this is a user account permissions error.

Of concern is why, what AV program do you use and have you at any other time had another AV program on the computer, do you have malwarebytes Pro installed?

You could go to regedit navigate to  HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\DPS and right click on DPS select "permissions" select your user and give it full control.

I normally use Avast. Currently I use Avast Internet Security, But i also use the Malwarebytes free and SuperAntiSpyware Professional.

I just tried the regedit you mentioned, it had no permissions. i set it to allow all, and still no luck.

Are you running the Fall Creators Update (build 1709) ?

If yes, there are quite a few people with start menu issues after updating. Many suggested fixes etc, but I suspect Microsoft will have to issue some sort of patch for it.

Hi, I suspect you did not get permissions sorted properly takes a bit of work, this site explains (video) how to do it on a file, technique is same, for the permissions option, when you right click on the DPS service and select permissions.. have a good read through the site:-
