Windows issue when attempting to launch game

Hey guys,
Having trouble launching the Player Unknown Battlegrounds game today from Steam and get the following error:
22:34:36: Starting BattlEye Service...
22:34:38: Launching game...
22:34:48: Note: File blocks can be ignored if they don't cause problems with the game.
22:34:48: [INFO] Blocked loading of file: "C:\Program Files (x86)\Steam\steamapps\common\PUBG\TslGame\Binaries\ThirdParty\Vivox\Win64\vivoxsdk_x64.dll".
Simultaneously as the error message pops up windows says it needs to download .NET framework 3.5, but that constantly fails to download. Its the same when I attempt to download latest windows updates too (currently on Windows 10 version 1607).
I've seen a few similar problems posted online (although with different games) which all seem to think that if you delete the file (vivoxsdk_x64.dll) and then verify the game in steam so that it redownloads it, then it'll work. I tried that and it does redownload the file, but it still doesn't work and I still get that same message come up with the launcher about .NET framework 3.5 ... I don't even know what that is.
Anyone know what these errors are? Cheers for any help!

Download the Windows 10 Authors update 1703 ISO file and install it.  This update corrects a number of problems with earlier updates and may resolve this issue.

Family and loved ones will always be a priority in my daily life.  You never know when one will leave you.
