Missing COMCTL.32.dll

I have a windows XP that I use only to play games on.  I turned it on today and get the message: This application has failed to start because "COMCTL.32.dll was not found. Re-installing the application may fix the problem."  Keep in mind that the page won't open when I click "OK".  It just goes to a blank screen.  I tried starting computer in the safe mode and it still does the same thing.  Even if I put a cd in the rom, it won't open it up either.  Thanks,  Alberta
