PC wil not turn on when SATA cables are connected to PSU?

For those wondering my PSU is a EVGA GTX 600W BQ. I believe my PSU is approximately 2 months old at his point. However, it has not been used to its fullest extent as my PC, that I'm technically building, has not been working due to my HDD problem. Would like to add that I have no multi meter unfortunately to test my PSU. I can only do the paperclip, which has shown to be successful. Therefore, what is the problem, my PSU or MOBO?
