Will not turn off

Not sure if this is the correct place to ask this, but it is kind of a hang-up.

I have a Desktop

Dell Inspiron 3252

Sometimes what I want to turn the computer off. It will not.

The screen turns off. The mouse and keyboard don't work. It acts like it's off.

But the power light is on, and I can hear the drive working. The tiny light below the power button is not on or flashing. 

To turn it off I have to hold the power button in until I hear the drive stop.

This only happens some of the time.

I only notice it when i go to turn the computer back on.

Other than this, computer is working fine for now.
