HELP Low fps can't identify problem

I get about 1/3 of the frames i should be getting, i have been trying to solve this issue for quite a while and have had no luck, feel free to suggest any solutions im quite responsive and will provide data needed.

system specs

i5-6600k
Msi GeForce Gtx 1060 6gb
Evga 750w
16gb ddr3 ram
CPU cooler 212 hyper evo

I get lower than usual frames across all games but I'll be using bf1 as an example as it's not too buggy, a triple a title and fairly recent.
ive attached Unigine Heaven benchmarks and temps recorded during bf1 gameplay, by the way I still get low fps when all settings are on low also the low frame rate is continuos so I don't think it's thermal throttling.
