Steam , update service , Avira ... cant connect

So when i try to launch steam it shows "fatal error - steam needs to be online to update" . Cant connect to windows update service . and cant download avira antivirusNow the odd thing is that this stuff worked perfectly till a few days earlier . So when this first started happening i first reinstalled steam , didnt work. Then i just did a fresh reinstall of windows , didnt help, another odd thing , when i freshly installed windows ... all worked fine but then it started downloading and installing updates and then again same problem. So i tried another thing ... i installed a vpn .... so when the vpn is active it all works fine . So i left the vpn on and downloaded the rest of the windows updates thinking that might be the problem , didnt work. Now i am stuck and dont know what to do . Now another thing is that all this while i can browse the internet just fine ... steampowered.com works just fine so does avira.com

 

Edit - Alright so this really pisses me off ..... so i had some time to kill so what i did was go through everything that i changed on my PC before this bleep started happening ..... i started with a couple of applications like vlc and so on ... i got to the amd video driver .... i thought that was surely not the problem but i went ahead an installed a older version anyways ... just to make sure .... so turns out a AMD video driver was the interference ... and i googled it and i think it was something called AMD quick stream .... WTF AMD ...... i really triggered me.
