ERR_CONNECTION_REFUSED error

I recently experienced trouble getting on Youtube and Facebook and i noticed I was getting the error message
ERR_CONNECTION_REFUSED when accessing few websites.
So I look for answers and I ended up reinstalling my browsers which seemed to do the trick and 
then this week I experienced the same problem but on a different website, I am using Windows 10 Pro.
I don't have the problem on my computer that has Windows 7.  
I have tried to reach this website on Google & Firefox, IE with no luck.

Please download MiniToolBox  , save it to your desktop and run it.

Checkmark the following checkbox:

 

List Installed Programs

 

Click on Go to start the scan.  Once it is finished highlight the text, copy and paste it in your next post.

Here are several reasons that could lead to this error connection refused:

  • Firewall blocks specific websites.
  • Proxy server issues.
  • DNS issues.
  • Expired browser caches.

You try to checking your proxy server settings. Make sure the Use a proxy server for your LAN (These settings will not apply to dial-up or VPN connections) is unchecked.
