problem with someone in my computer

i think i finally figured out who it is, someone i used to know, i just need them gone. im in a bad situation because im housebound and nobody in my family is really taking me seriously.  they've been doing stuff like adding fake photos to instagram and making fake forum posts about  me.  Looking through my webcam, had to buy some stickers to cover up.  Im pretty sure they hacked into some security cameras around my house too and the computers at the police station i went to.
