Last icon gets selected when windows start

I just installed windows 8.1 on a HP laptop after i installed all drivers using driver easy when i rebooted the last icon ie chrome was already selected. I clicked on ccleaner icon but it always opened chrome. Then i deselected that chrome icon and i was able to open ccleaner.

This happens every time. I even reinstalled the os once more but the same problen persists.

please help.

The windows edition is Windows 8.1 enterprise embaded industry.

OK, I can understand, if You say "Chrome was selected", however it is strange.
But any way cannot understand what means "Then i deselected that chrome icon".
How did You deselect? Can You explain a bit more. Which icons, where - on desktop, on taskbar, on Start menu. If possible, add one picture, where it has been selected automatically.
Only one thing, if it is always Chrome, the reason should be Chrome itself. Maybe reinstall it or something similar.
