A Firewall original  purpose was to filters inbound/outbound connections; with time, security vendors added outbound controls to prevent malware to call home and transmit your datas (keyloggers, etc).

A firewall is a

  • network security system which protects a network or system from unauthorized access.
  • It monitors and controls inbound and outbound network traffic. 
  • It restricts the incoming files which contain unwanted links or content.

Not if its properly setup and also depends what type of firewall you are using.
