VPN Connection Problems

Hello,I have a serious problem with my Proton-Vpn Plus,it will connect to any server using my Windows 8.1 laptop,but when I try to connect to a server on my new Windows 10 home machine(also laptop or Notebook to be correctly)it gets to where it assigns IP, and then it stops or sometimes time out,it is the same with other VPN services I have.

SurfEasy Ultra is telling me that I am behind a WIFI Hotspot and that I need to sign in, I do not get it because they have worked before on my Windows 10 home.

Please Help :(
