Just for the heck of it, have you tried to right click on the desktop and create a new folder?

When you right click on the desktop what options do you see? You do not see an option that says "new?"

At this juncture I will step aside for more experienced Windows 10 users to assist you.  The option to create a new folder on your desktop definitely still exists in Windows 10 so I believe that you may be having a deeper problem than just the inability to create a new folder.

Please run an sfc /scannow from your Administrative Command Prompt. Right click on the start menu and you will be able to choose the Command Prompt (admin).

Verify you have the registry entry shown on the below webpage. If not you can download the registry fix file.
