Problems transferring photos to an iPad

Hello! First time poster, also my first time ever solving an issue with an Apple product as I don't personally use them so I'm pretty in the dark about this. So one of my coworkers is unable to get pictures to transfer from a computer to her iPad and instead gets an error message that the iPad has been disconnected or stopped responding. We can transfer pictures to the computer just fine, but not the other way around. We have tried hooking it up to a few different computers with the same result. Also, we don't have itunes working on any of these computers (I think it's installed on hers but does not work), I don't know the exact kind of iPad, and all of our computers use Windows 10. Just to make things a little more confusing. We would also be unable to email photos to her and save them that way as this is for work purposes and would involve emailing literally thousands of pictures at a time.

Any suggestions?
